Homebound Services Policy

The Santa Clara County Library District (SCCLD) Homebound Services program is a free library materials delivery service to SCCLD residents who are unable to visit a library because of temporary or long-term illness, impairment or disability. 


To qualify for homebound services, an individual must:
  • live in the SCCLD service area, including the cities of Campbell, Cupertino, Gilroy, Los Altos, Los Altos Hills, Milpitas, Morgan Hill, Monte Sereno and Saratoga, as well as the unincorporated areas of Santa Clara County; and 
  • possess, or be eligible for, a valid SCCLD library card; and
  • be unable to visit the library for a minimum of three months due to a temporary or permanent illness, impairment or disability; and
  • certify that their physical or medical condition prevents them from leaving their home:
    • at the recommendation of their physician,
    • without the aid of a wheelchair, a walker or special transportation,
    • without the help of another person, or
    • without considerable and taxing effort.
Independent medical certification of homebound status is not required.

Starting Homebound Services:

To initiate service, an individual must complete a SCCLD Application for Homebound Services.
  • A homebound individual should contact their local library to arrange a home visit by library staff to initiate homebound service.
  • If a home visit is not an option, the individual may deliver the requested information to their local library by U.S. mail, e-mail or fax.
  • If the homebound individual does not have a valid SCCLD library card, the individual will need to fill out an SCCLD library card application.
    • The library staff member who conducts the home visit may verify the individual's ID and bring the SCCLD library card application to the library so the registration process can be completed. 

Borrowing Policies:

  • SCCLD provides a wide variety of library materials, including books, DVDs, music, audiobooks, and large type books for the homebound.
  • A homebound patron may borrow items consistent with SCCLD borrowing guidelines.
  • A homebound patron may borrow materials for up to 6 weeks.
  • Overdue fines will not be assessed for homebound services.
  • Fees will be charged for lost or damaged library material consistent with SCCLD guidelines.
  • SCCLD reserves the right to restrict titles and formats requested for homebound service based on their availability.


  • To comply with state law and library policy, staff may only release registration information, borrowing records, and reading interests to the SCCLD cardholder.

Delivery of Materials:

  • Whenever possible, library materials and services will be delivered in person by a SCCLD employee.
  • If home delivery is not an option, library materials will be sent by U.S. mail at no charge to the homebound patron, with return postage paid.
  • Library materials will be delivered monthly as resources and staff availability allow.

Termination of Homebound Services:

  • An individual may terminate homebound service at any time.
  • SCCLD staff will review homebound service eligibility requirements on a periodic, case-by-case basis to confirm, modify, extend or terminate homebound service.
  • SCCLD reserves the right to terminate homebound service for any individual.
